I had stable 60 FPS (maybe more, I don't know because technically the fps were locked) in the opening area until yesterday. Today I boot up the game and I get 24 fps. If I start the game through the launcher it tells me that configuration files are corrupted, yet there's nothing I can do to fix that, apparently. Following the instructions about the config files in Documents\My Games doesn't fix the problem, and verifying the game files ALSO doesn't work. What is happening? Is there someone else who is having the same problem? the last thing that I can remember doing to the game is downloading the latest patch.

I'm making an interactive map and I have a highlighted png of the regions. I was wondering if there was a way to get the regions to highlight on mouseover. I was thinking of using a tile of the highlight png and maybe using monks active tile mod, however, I cant seem to figure out if it works that way. Perhaps a macro? Any ideas?

I've recently undertook a cinematic journey of my 5th rewatch of the Wire, and I've found some striking real life parallels with Season 3 and my hometown. To preface this post, Baltimore and my home town have incredible differences as well as similarities, and this is more an examination of public policy and the results of a real world Hamsterdam.
So I come from Vancouver, British Columbia. It's the third largest city in Canada, has the 4th busiest port in both North and South America, and has a significant history of organized crime and corruption. Now the violent crime pales in comparison to Baltimore, with probably 10 to 20 bodies a year in city itself, more if you count the surrounding suburbs that make up the metropolitan Vancouver area. While internationally known as a beautiful, wealthy, leisure city, what many of you likely don't know is that Vancouver has one of the worst drug problems in the world.
By nature of being the main entry point for narcotics in Western Canada through the port or the land border, Vancouver has always had an abundance of cheap drugs. That and Western society's tendencies towards opiate addiction, along with a collapse of mental and social safety nets has resulted in an exploding homeless and drug addicted city. There several thousands of people that sleep on the street, and the Downtown Eastside, encompasses probably ten thousand, almost entirely addicted to drugs and alcohol. Take a look at some of the day to day images out of the DTES
This is just a half block, of approximately a 4 by 8 block square radius
Now the VPD aren't exactly a massive police force. Canadian police in general are undermanned per capita compared to American police forces. So after a major mental health hospital was closed out of austerity by the provincial government (I.e. state government), the population of drug addicted and mentally ill folks exploded, and the police generally funneled them into the DTES, or the "skids " colloquially (the term skid row actually comes from Vancouver, as the DTES is where the old logging skids were in the Vancouver logging industry). While cocaine, heroin, meth, pcp etc are all still scheduled illegal drugs, out of necessity, a permitted open air drug market has emerged where thousands of people a day literally shoot up in the open. This is Hamsterdam but ten times the size. This has led to a concentration of harm reduction services, government aid, as well as police/fire/ambulance services in the DTES.
Now that you get the idea of what I'm talking about, I'll get into my thoughts on how this relates to the show. One of the major themes of the show is how individuals can affect change in their communities, but institutions fail to change over time due to rigidity and a desire to maintain the status quo. In Vancouver, it is very easy to make a positive change in an individuals life, or even dozens. I have friends who have volunteered in the DTES for decades, and have likely saved hundreds of lives. But despite that, the numbers of drug addicted and overdose deaths grows every year. One resounding thought I had watching the Hamsterdam episodes is that it's just a delaying tactic, essentially kicking the can down the road until reality sets in. Let's say Mayor Royce approves the continuation of Hamsterdam, all you are doing is growing the size of your own problem by attracting other cities addicts. This is what happens here in Vancouver, it's the most attractive destination for addicts and homeless due to the concentration of services. Without actual legalization, nation wide, we are simply putting a bandaid on the problem instead of treating the wound that is opiate addiction.
Beyond just the petty street shit, I've noticed that while police win occasional victories here against traffickers, it makes no difference in the end to lock them up. There's a new crew ready to start slinging the day after an old crew goes down. If anything it causes more deaths in the end by forcing criminal groups into distributing higher purity drugs (I.e. fentanyl) as its easier to smuggle. Our overdose rate due to fentanyl is literally higher than our amount of xovid deaths. Additionally, the real connected groups (I.e. our equivalent of the Greek and his group) are insulated through legitimate real estate, businesses, political connections etc. Without structural changes to criminal code violations, legalizing drugs, law enforcement is once again kicking the can down the road. If police didn't have to take on drug crimes, they could focus on institutional high level fraud, domestic violence, and organized crime
And with that that brings me to my final point, the game stays the game. Hamsterdam was doomed from the start due to the realities of Baltimore policing, but the truth is it is doomed everywhere. Vancouver is such a great example, as even with a liberalized left wing government system, semi legalized drugs is a stopgap solution. Until we have national/international drug legalization, we are simply moving the problem around. Treating Drug addiction takes trauma counseling, institutional trust in the system, and most importantly time and money. But like they say, the game is the game, and the current players in this game don't want it changed
